Thanks to several of you pointing out my error, including my former language teacher, I now know that "en efectivo" means "in cash". This has been edited (thank goodness for virtual erasers - whew) and my apologies if it seemed that I was casting accusations of corruption at anyone who did not deserve it.
Again, we found all of the officials in El Salvador and Honduras to be very helpful.
